The Center for Strategic Research under the President of the Republic of Tajikistan held a scientific and practical round table on the topic «Factors inhibiting the development of the agro-industrial complex of the Republic of Tajikistan» within the framework of the system of effective discussions and consultations on the strategic issues of the country’s development on October 26, 2023. The conference was attended by representatives of relevant government ministries and agencies, scientific centers and research institutes, experts and journalists.
The round table was opened by the director of the Center for Strategic Research under the President of the Republic of Tajikistan, doctor of philosophy, professor, associate member of NAST — Khayriddin Usmonzoda, who welcomed the participants of the scientific and practical round table and during his speech noted that the highest goal of the long-term development of the country is to increase the level of people’s well-being is considered to be the basis for ensuring sustainable economic development. In this regard, ensuring food and nutrition security is one of the important goals of the country’s strategic development. In the framework of the “National Development Strategy of the Republic of Tajikistan for the period up to 2030”, the main tasks have been set to achieve this goal, the solution of which is very important in the current conditions. To achieve this goal, it is necessary:
— to ensure a relatively high rate of industrial development and increase its share in the GDP structure of the country;
— increase the efficiency of the agricultural sector and increase its contribution for ensuring food security, taking into account complete nutrition.
In this direction, a lot of work has been completed so far, and according to the previous results of the summary of the development of the agro-industrial sector in 2023, the production and processing of agricultural products is better. With the basis of ensuring the agro-industrial development of the country, several other fields, including the social sector, can also progress, the unemployment rate will decrease, the export capacity of the country, the use of human resources, etc. will increase.
That is, enabling the joint development of agriculture and industry is one of the important targets of the implementation of the NDS – 2030. Experts and specialists consider the clustering of the agricultural sector to be one of the most urgent needs for the implementation of such large-scale projects. This provides the basis for the technological and infrastructural equipment of the industry, suitable for the current requirements of the domestic and foreign markets.
According to the analysis, with this method, Tajikistan can export 1.5 billion dollars a year only due to cotton production, and with the combination of other opportunities, it can export more than 3 billion dollars, that is, more than ten times more than today. Therefore, every year a lot of small and large enterprises are built in the country, large industrial enterprises, such as «Azot» plant, etc., are equipped with new technologies. Recently, Leader of the nation, the President of the Republic of Tajikistan, his excellency Emomali Rahmon, during his visit to Khatlon region, commissioned several industrial enterprises.
According to the Ministry of Industry and New Technologies of the Republic of Tajikistan, the volume of industrial products in 2022 (excluding the energy sector) reached 120%, and production was 43 billion somoni, or 5.7 billion somoni (15.4%) more than in 2021. Tajikistan is the leader among the former Soviet countries in terms of the speed of industrial development. According to statistics, only in 2022, 505 new industrial enterprises (306 in 2022, 269 in 2020) were created in the country and provided 2 billion somoni (equivalent to 200 million dollars) or 5% of the total volume of industrial production. The number of employees of these enterprises are 5,475 (4,957 in 2021, 3,718 in 2020).
Therefore, in addition for understanding the goals of the development of the industry, emphasizing its achievements, as well as considering the factors inhibiting the development of the agro-industrial sector of the country, it is one of the grounds that increases attention to the search for internal factors of national development. In other words, this important topic will be considered and discussed by the public, in particular, experts and specialists in the field. This is the reason for putting this issue in the center of attention of today’s scientific and practical round table, — said Khayriddin Usmonzoda at the end of the speech.
